I've been trying to identify the author of the following verses without success. Any suggestions as to who the author and his "worthy friend" might be?

As in the night, when Phoebus is gone downe,
The starres with twinkling lamps his absence shonne,
So in this age, when learnings golden sunne
Is set, and knowledges faire lamp decayes,
These few poore verses, as dim starres, may raise
Some sparkes of knowledge in your learned eyes.

Accept them, then, most worthy friend of mine,
As a true tribute of my zeale and loue,
And in their worth esteeme the zeale alone,
Which in the same doth speake, and not the lynes.
